In early 1998, the City of Oxnard initiated an asset management program to address rehabilitation/replacement and upgrade/expansion needs for the City’s water, wastewater and storm water capital improvement and infrastructure facilities.

On July 23, 2002 the City Council approved moving forward with implementation of the Oxnard Wastewater Treatment Plant (OWTP) Headworks Project and the Redwood Trunk Sewer Project. Both projects were conceived under the Asset Management Program and are currently being implemented to meet the City's wastewater collection needs and correct existing system deficiences.

The OWTP Headworks Project will consist of a new headworks facility and new influent pump station that will be located on City property just north of the existing OWTP. The new headworks facility and influent pump station will be designed to meet the City’s ultimate average dry weather flow of 39.6 MGD (million gallons per day) and ultimate peak weather flow of 75.4 MGD. The Redwood Trunk Sewer Project will consist of approximately 46,000 feet of 20-inch to 60-inch diameter sewers that will deliver wastewater flows to the new headworks facility.

In March of this year, the City of Oxnard Wastewater Division will begin construction of the Headworks and Redwood Trunk Sewer Projects.
